About us

Our business is an integral member of the Bright & Duggan Property Group, a national strata and facilities management business managing in excess of 70,000 lots, comprising 300+ staff, and represented by five strong brands – Bright & Duggan, Cambridge Management Services, Change Strata Management, Capitol Body Corporate Management, North Shore Strata Management and Structure Building Management.

Chris Duggan

Managing Director

Arguably one of the country’s best-known strata leaders and innovator, Chris oversees our strategic direction and new business opportunities. Working in the property industry for over twenty years has given Chris a passion for customer satisfaction and providing unparalleled service every time.

Chris was appointed President of Strata Community Australia (National) in 2021 after previously serving as the President of SCA (NSW) since 2015, and sat as an SCA (NSW) Director since 2009. During his tenure as President of SCA (NSW), Chris oversaw an unparalleled boost for the strata management industry’s public profile and professionalism. Under his watch, SCA (NSW)  led the establishment of an Australian-first Professional Standards Scheme (PSS) for strata managers from 1 July 2021.

Chris sits on the Griffith University Strata & Community Title in the 21st Century Conference Committee, UDIA (NSW) Strata Committee as well as being a presenter at numerous industry events and conventions. He holds a Bachelor of Land Economics from UTS.

Chris’s expertise is in complex scheme consulting and establishment, having overseen the establishment of Australia’s most complex strata, community, and BMC schemes.

Vice President of SCA (NSW), Emily has been a proactive member of the strata industry for 16 years.

In 2019 Emily was appointed to the Board of Directors and is an active member of the professional Standards Scheme taskforce, Professional Conduct and Oversight Committee, and the NSW Risk and Finance Committee.

In addition to her Board and committee commitments, Emily further supports the strata industry with her involvement with the NSW Government and the Office of the Building Commissioner.

She currently sits on the committee for Pillar 6, the project responsible for collating research and data for defects for Class 2 buildings

Emily joined the Bright & Duggan Property Group in September 2022 after spending over a decade at Smarter Communities across a variety of senior leadership roles and has one of the most outstanding reputations within the strata industry.

Chief Operating Officer

Phil is one our most enthusiastic and dedicated staff members and we can not think of anyone better to lead our strata team. He joined Bright & Duggan in 1999 and has risen through the ranks to become the Executive General Manager for our strata division overseeing the day-to-day operations of our strata teams and oversees customer experience.

Phil is a licensed strata manager, a member of Strata Community Australia (NSW) and has received a level 3 accreditation as a Practising Strata Community Manager.

Accompanied with his experience in managing complex multi-titled schemes and facilities management companies, Phil will always ensure his team provides the highest level of professionalism at all times.
